Should change the passwords AFTER the reload of Windows as well. Do this in case the problem was your computer was infected with a password stealing virus or trojan. If it was, and you changed the password, they now have the new password. So, just to be safe, change it again after the reinstall.
You can make reinstalling Windows faster by using imaging software such as Norton Ghost. When you have a known good install, with no possibility of infection, make an image, and it tends to go back on a lot faster. To do it that way though, you need to reinstall Windows without any network connection at all, especially wireless, then load up both a firewall and antivirus, then make an image, before allowing it access to the internet. I used to do it for customers when I worked on boxes a lot more often.
