I have spots open from my Driving Categories (5 separate categories) open for anchors that are Driving related. A maximum of ten outbound links will be placed from any particular category.

Anchors for keywords that you wish to use must be unique from any link that has already been accepted and your anchor must be related anchor for any particular category, to keep the pages theme intact. And you can point them towards any relevant url on your site.

In return I should receive similar treatment from a Driving related category on your site WITH MAXIMUM OUTGOING LINKS maintained at 10 or less.

PR is not of concern, period. Yes the first page I will be adding your links has PR but it has no meaning to me and if you are experienced webmaster it wont have any meaning for you other than to tell you the pages have been around long enough to get indexed and the site is built well enough for inner pages to earn some PR. In short PR is not of concern.

Link trade sites must be run by webmaster who values the links for what they are, optimized seo hard coded placed in ongoing effort to gain rankings from off site search engine optimization. So no pump and dump sites please.

Site should have some minimum amount of age, six months comes to mind but if you are serious webmaster building newer site special consideration may be extended.
