Tag cloud is flash based and so it is neither good nor bad for seo, just a pretty display of words attractive to the human visitor. It cant be indexed or followed by the search engines.

Using cloud tag may effect keyword density so if you are using too many words in cloud tag then you need to understand this thing and check keyword density otherwise you may be penalized for keyword stuffing.
