Yes, dont use FBML, its being phased out.
you can now use iframes on custom tabs and it will load from your server.
have a look in the docs on how to do iframes and tabs.

you dont give permissions, what it goes is ping a page and it caches the html on the FB servers.
but theres not loads you can do without hosting it somewhere.

The quickest way to create a Facebook fanpage is to create a quick iFrame page and install it using this App on your Facebook fanpage. You can directly edit the html in the App. If you don't know how to program in html there are other Apps out there that give you templates that you can tweak a bit.
